unless in the Admin panel there is a button to approve of registrations and therefore limit posting capabilities even if viewing isn't private. PHPBB was a pretty good forum tool and I do have a few domains I could see what the costs would be to add something like PHPBB. Some are on goDaddy and some are with WordPress.com.
